Transgovernmentalism and gaps in global governance
Transgubernamentalismo y brechas de la gobernanza global

Abstract
Starting from the crisis of global governance, which became more evident during the COVID-19 pandemic, this article reviews transgovernmental cooperation (transgovernmentalism), within the framework of which networks are configured as a central element of their functioning. This type of cooperation, rather than replacing, complements intergovernmental cooperation that has been incapable, due to its lack of flexibility, of addressing the common problems facing the globalized world of the 21st century. The interactions of transgovernmental networks contribute, given their nature, to closing the different gaps in global governance that appear in the current international order and that are attributed to the poor functionalism of multilateralism that emerged in the 20th century.
