Abstract

This is a hermeneutical research that analyzes the relationship between Bogotá’s public education policy and the promotion of the human rights of non-hearer youth. The methodology is based on the analysis of the narratives of former students, students, teaching directors, professors, authorities and former authorities of the Secretary of Education of the District of Bogotá D. C., Colombia. The analysis of the data was based on a review and categorization of the information in search of the educational strategies proposed within the Jorge Eliecer Gaitán educational institution and feasible to identify in the narrations, stories and public documents that evidence the proposals for the students in general and for the deaf in particular. The conclusion shows that public policies are implemented by teachers on a daily basis through their practice and it has an impact on the construction of society when analyzing the vision of citizenship of deaf young people in a predominantly listening world.
